Can i sue my mother for neglect?

Im 15 years old and my mother has recently become a heroin addict. She has no job and only concentrates on her boyfriend who has recently been arrested and convicted of theft and drugs. Theres never food in the house and ive been brought back to my fathers house by DYFS. My mother has now left the state and isnt contacting anyone. Shes taken 100s of dollars possibly 1000s in the last 2 years from me. I was wondering if i could sue her or possibly get the money shes taken from me back.
