How can I make my dog not care about meeting new people?

I have a cairn terrier who is almost a year old he gets good excersise daily but misbehaves. the major problem is wanting to meet everyone and jumping on them occasionally. He also submissively pees which is just another thing to add to it. If we are outside and there is someone on the other side of the fence just minding they're own business he NEEDS to meet him. How can i make him calm and make him careless about meeting people?
