Dog has urination problem?

I adopted a rescued cairn (Rory) that was from a puppy mill a little over 2 yrs ago. He was diagnosed with incontinence but has been on meds for it since and has worked quite well. Last year I adopted another cairn (Teddy) so he would have a buddy. In the last few years have moved around a few times but he has always adjusted well with the moves. I just moved into a new place with my boyfriend and the last few weeks while I'm at work he will let the dogs out to go potty before he leaves for work, Rory will jump up on furniture and pee. He only does it that once before he leaves and no other time and not for me. I don't know how to help him and its causing issues between my boyfriend and I. Please any suggestions from dogs experts or anyone familiar with troubled dogs that come from mills. Thank you in advance.
